They aren't.

Someone on the boards here asked a mod to change his name, the name was changed, other people complained, and so the name was changed back.

Name changes are back to being out of the question.

Anyways, you'd probably be more likely to get it if you PM'ed a mod and asked than in a thread, because in a thread 50 people will jump in to ask for one too, and it'll only make the mods refuse to change nicks for anyone.
