Question about SvC and KOF2k3 PCBs

How do the language options work on these boards?? If you buy a JP or English kit can you still switch back and forth from english to jp language or do you need that specific board? and are the english boards censored over the jp boards like MVS?? Someone please let me know as im looking to buy KOF2k3 but Ive heard only the JP boards are available and id like to play the game in english if im gonna buy it.

I don't know about KOF 2003 but SVC Chaos has a Dip switch (I think it's 7) thats lets you change from Japanese to English and vice versa. The Japanese version of Chaos has the Mai Bounce and blood. The English version has the blood option but no bouncy.
