It might be a official game? I'm not sure, but there were many 2D fighting games released for the PC, it doesn't necesserally have to be a ROM he's selling.

Nope this game never came out on PC. Try looking for it. Oh well... if he gets away with it he does I guess the more power to him. I know Nintendo would cry though.

fuck telling ebay.

gotta find the right people in the FBI to just pull the fucking plug on ebay.

It would be fan-fucking-tastic in terms fo the chaos that would unfold from ebay being shut down for being so scamtastic.

Of course others would spring up. So what. The taste of ebay's destruction would be too sweet to pass up.

yeah there's all sorts of bootleg/fake crap going around Ebay all the time. i don't even remember how many times now i've reported such items to Ebay and they never did a damn thing about them.
so yeah, go ahead and try contacting Ebay about it if you want, but i highly doubt they'll do anything at all about it. do as EvilWasabi says and try and find someone in the FBI who'll take care of this crap.

Instead of going off on a tangent like everyone else did, I'll answer the question posed. Just go to eBay's contact page and use the stupid menu system they have.

The FBI is a good option, if you could actually get them to investigate that is.

The FBI never investigates bootlegging software. NEVER. It won't be done. Unless there's some giant factory somewhere pumping out tons of bootlegs and being sold obviously in storefronts...even then it would just come down to the original companies filing lawsuits. The FBI has absolutely no division that investigates this type of fraud.

I don't know why everyone is hating on ebay though...I've reported a few bootleg items (the special "green-bottom" edition of Ikaruga for the DC that plays on all consoles  ) and it's always been immediately shut down.

If you get scammed on ebay you're pretty dumb. You can always ask the seller, or look at his description of the item, his feedback, ANYTHING really...if you can't figure out if it's bootleg you're pretty dim. I mean look at that auction...it's not a picture of what you're getting, it's a SCREENSHOT. Could it be anymore obvious?

If you get scammed it's your own fault. Even if you do and there's absolutely no way to tell, you could get a refund from ebay. They offer that protection.

It's a waste of time reporting ROM sellers to eBay. I reported a guy selling a CD full of Neo games once and eBay just told me that as I wasn't the copyright holder they couldn't do anything about it.

I've had lots of ROMs pulled, but usually it's CD-Rs with ROMS and an EMU that I've gotten pulled.

I looked under the sellers information and it seems like he has done this several times. I'm guessing he does get away with it.

Or that no one reports/has reported him. Give it a try. Worst thing that will happen is... nothing.

Who cares, really? It's not like the seller is gonna get rich off of this. Even if he sold a 100 copies at $20 each.

The saddest thing about that auction is that you only get one ROM!

Besides, KI sucks.
