I'd say Wolfgang Krauser and Geese Howard. I'd put Krauser up for renewal before Geese though.

Krauser's cool too, and so is Eiji. (Yeah, what's up with him only being in one game??) Maybe bring back Saisyuu too. I was really expecting him to be in 2k3.
But the one person who needs the KOF treatment is Duck King. If you can have a girls team, you can have a "we're here just because we're bored" team. C'mon, half the other teams do it anyways.
