Stripping paint/cpo from marquee.

As I was peeling off the top layer of vinyl from the
Control Panel, (a metal sheet pretty much) - I saw
a Gauntlet Overlay. The vinyl/paint/Gauntlet CPO
won't come off by scrapping it with a paint knife or
a screwdriver...anyone know how to take that off
of metal?
