They are used to access the configuration screen of the board (just like hard dip 1 in the MVS) and inserting coins without having to use an actual coin.

Test enters the test mode for various hard/software checks and set up options and adjustments. Sometimes for the monitor, like the cross hatch on MVS.
Service allows credits to be notched up without using the coin mech or registering on the coin counter (screwing up the book-keeping) for servicing of the cab.

Glad someone understood it
The test and service buttons can be pressed anytime the game is on. The service button on the English cabinets will give one credit for both player one and two.
