US AES system defaulting on JAP HOME w/ Debug BIOS

I am almost positive that my system is US and yet my system defaults to JAP Home on the BIOS.

Is there a setting to make it default to a certain way, or is that just preset in the bios?

I know how to change it manually but I just wanna know cuz its DRIVING ME CRAZY!@!@!@!@!@!
