paypal help

i sent $450.00 to a verified paypal user if i did not get the item i bought from him, ifor example he did not send it, how would i stand on any claim i would make against paypal or would it be better just to go and have a word with my cc issuer i live in the uk and the person i sent money to lives in the usa :help:

Paypal have a question and answer service and if you still aint sure, do what i did and write them out a question then send it off as they usually reply within a couple of hours.

It annoys me as although i got a credit card account and been a member for 3 years it always says when i buy something that although i am verifired i have sent an unconfirmed address so there is no insurance if item gets lost and when i asked them why they said for that the claim back only doesnt work for international users at present which is dumb fuck.

i done a deal with a guy who was selling on ebay and he had end his auction early if you payed the amount he wanted so i did he has 9 postive feedback. it has only been 5 days since he said he had shipped the parcel but i get a feeling it may not appear as his replys to emails are hit and miss anyway i will give it some time and see what happens

would it not be better to do a charge back if i got in touch with my
cc issuer and tell them i payed but never recieved the item

go to paypal first, with many credit cards you have 6 months to charge back.
