Have a Verified U.S. or Canadian Business or Premier Account

Ship to the buyer's Confirmed Address.

Be able to provide reasonable proof-of-shipment which can be tracked online. This document must show that you shipped to the buyer's Confirmed Address.

Ship only to a domestic (U.S.) buyer at a U.S. address.
When a complaint occurs, provide complete information within 7 days of a request from PayPal..

Note: If you ship to a non-U.S. Verified member, it is not the same as shipping to a U.S. Verified member, and you will not be covered by the PayPal Seller Protection Policy.
