I actually have that, so I can comment on it. It's basically Tekken 3, but it runs slightly slower. I don't care for the way the animation looks; it's very messy (Tony Hawk 2 for the GBA had a much cleaner look to it). It feels very stripped down; there are only 2 attack buttons (one punch, one kick). There's no real intro/attract mode, (just a demo of 2 fighters fighting), no win poses, and no alternate outfits (Jin doesn't have his biker outfit, Paul only has the gi, etc.). They also pulled a lot of characters, and I believe Heihachi is the only secret character (though I could be mistaken, maybe I need to play more).
However, they did translate a lot of Tekken 3 into the game, including 10-strings and multi-part throws, and most Tekken 3 juggles still work. Basically, if you like Tekken 3 a lot, it's a pretty OK buy. If you're sick of Tekken 3 (from playing in arcades, on the Playstation, or playing Tekken Tag in arcades/PS2), wait for Tekken 4 on the PS2 later this year.
If you absolutely, positively must get a GBA fighting game right this second, make it SSF Turbo Revival. It's Super Turbo, and it fits in your pocket.
