Why are pirated games called "boots" or "bootlegs"?

I always wondered that. It's specially common to say this on Neo carts, arcade PCBs or even copied CD-R games.

According to the American Heritage dictionary it comes from the smuggler's practice of carrying liquor in the legs of boots, presumably to hide it.
