RBS is probably better, I'll explain some of the differences.
In RBS you can choose which fighting plane you want to fight in, meaning you can juggle your opponent through the different fighting planes resulting in some very pleasing combos. The chain combos themselves are better in RBS, they were cut short in RB2. I did not notice a difference in graphics. When you perform a P Power in RB2 the screen will flash, similar to the VS Capcom games. You could still destroy the walls in RBS to stun your opponent, RB2 got rid of this feature. RB2 has no pre-fight animations. RB2 will only show your win pose after you win a second round.
The only good thing I found about RB2 was that there were two new characters: Rick Strowd and Li Xiangfei (both good characters). You will find some characters are better in RBS others are better in RB2 (Mai was better in RBS, I prefer Blue Mary in RB2, Terry has a new attack in RB2 but is still better in RBS due to his chain combos). RBS also plays some comical skits during the credits (it's good if you want to see Terry's monkey perform the Power Geyser on Yamazaki
). I think there's a cheat to unlock Nightmare Geese in RBS as well.
