MotW follows the fatal fury storyline so technically it is fatal fury 4. If you want to be really technical than it's the 8th episode of fatal fury.

In any case I don't consider it a part of the fatal fury games because it's missing the plane shifting feature which made the previous games so popular.

I'd prefer Real Bout 3.
