1st Game in a Hardshell Case?

What was the first game to debut in a hardshell case? Is it KOF'95?

When I was first into Neo there weren't any hardshells and then I come back and all the games are in the hardshells.

Personally, I prefer the old style cases as they didn't damage the insert or the cart .
