I'd like you guys, if you have the time, to look at this case and tell me who is being a clown in this transaction. I am listing ALL the correspondence I have with this guy and have tried to make it as easy to read as possible. He is an Australia-based seller.
It's about him overcharging me shipping cost of US$20. Frankly, it's a small amount compared to the amount some of you guys get ripped off by but I'm posting this just because of it's clear-cut overcharging. Once you get to the end of the page, it's blatantly obvious this guy is trying to boost his profit by overcharging on shipping.
I first inquired about this MVS Fight Fever cart as to whether it might be a bootleg.

Got the reply:
(Take note about the US$50 shipping quote)
===============================================
hi,
thanks for your email, sorry I do not have a web cam on me, so I am unable to provide a picture. I could possibly try doing scans of it, but I dont know if they will turn out right. Also EMS shipping to London will be US$50
Jason
===============================================
He subsequently gets a picture that indicates it's most likely authentic, which it is.
(Note shipping quote updated from US$50 to US$35 )
===============================================
hi,
thats the best I can get it, what would eproms look like? let me know and I
can tell you whether it contains them. The 2 pcbs in the cart are green (my
other 4 carts are yellowish). I just checked and it will actually be US$35
for EMS shipping
Jason
===============================================
I reply:

He replies:
==============================================
Chern,
ahh I see, I didnt know that, I knew people made bootlegs but never knew what they used to make them. I read on <a href="http://www.neo-geo.com" target="_blank">www.neo-geo.com</a> that they recently busted a big bootlegger. I can assure you this is an original cart, it came from an arcade machine supplier here in Sydney (Leisure & Allied) they are one of Australia's largest arcade and amusement machine suppliers. Good luck with your bidding
Jason
==============================================
So this guy knows about <a href="http://www.neo-geo.com" target="_blank">www.neo-geo.com</a> and it's forums. Great!
Another email from him telling me about my bidding:
==============================================
hi,
I just checked and if you did put a bid it hasnt registered
Jason
==============================================
I'm thinking to myself it might be cheaper to ship it to Singapore than to the UK. Considering I have an address there too.

He replies that it's the same: (US$35)
I naturally find this strange.
==============================================
hi,
should be the same, its generally a standard price A$60, which is equivalent

Jason

The bid is won at AU$149.99 = US$88.05 at that time.

Hi,

US$25 if you require EMS shipping)

==============================================
I make payment: (Note my misunderstanding of the shipping cost)

---------------------------------------------
Of which he replies: (Note that the shipping cost is now US$45 instead of the pre-discussed amount of US$35.)
==============================================
hi,
sorry you misread my e-mail, as I had stated:
"Your total is: US$108.05 (please add US$15 if you require registered mail
or US$25 if you require EMS shipping)"
it was add an EXTRA $25 to the shipping if you require EMS shipping, which
made a total of US$45 for EMS shipping, not US$25 as you have paid for. The
total if you wanted EMS shipping was to be US$138.05. I can refund you the
payment and you can send me a US$138.05 payment, or you can just send me
US$22 (the extra $2 to cover the paypal fees). PLMK What you want to do
Jason
==============================================
I see my mistake and suggest a way to save time rectifying it:
---------------------------------------------

hi,
I have checked the price and it is the same if I send it to Singapore or to
the UK. If you want EMS you will
need to pay me US$138.05 and I am refunding the first payment now. Please
let me know when you have paid the correct amount
Jason
=============================================
So I send the funds:

Jason

I then receive this email from a "James Nielson <hardcorecardaus@hotmail.com>" which is his Paypal account. No biggie, it could be his company partner's name. Maybe Jay, or Kaz...
=============================================
Hi,
just letting you know the game has arrived in the UK, so hopefully it is
delivered to you tomorrow, you can track the item at the following link:
<a href="http://ice.auspost.com.au/" target="_blank">http://ice.auspost.com.au/</a>
Put in EMS tracking code " EE697278533AU "
Regards,
JAYANDKAZ
=============================================
I receive the item, it is authentic and works. Great.
However, I notice that the shipping cost $42. It doesn't indicate whether it is in AU$ or US$. But I suspect it is in AU$ as another column for the declared value of the package specifically states to put the declared value in US$. (I make a scan of the airwaybill.)
AU$42 = US$24.88
I reply to Jason naturally quite peeved:
---------------------------------------------

---------------------------------------------
This is where it gets interesting:
=============================================
hi Chern,
there was no mail fraud involved, you did recieve your item as you paid for.
You just want some money back and unfortunately for yourself I am not going
to be refunding any money. I told you the price for EMS shipping which was
US$45 and told you this many times and you paid that amount. The irony is
you now want money back for an Item you have already recieved and are
threatening to leave me a negative or neutral feedback, I do not take kindly
to threats and will let you know that any negative or neutral feedback left
by yourself on my ID will have a responding
NEGATIVE feedback left letting people know of your extortion attempt. You
had e-mailed me about EMS shipping before auction end and I had originally
told you it would be US$50.
At the moment the only one trying to commit fraud is yourself as you are
trying to defraud me of some of the money you have already paid me for an
item you have recieved and attempting this by threatening me with a negative
feedback.
If you persist to try and threaten me, then we cant resolve this amicably.
I charged you what was the correct amount for INTERNATIONAL EMS SHIPPING.
Jason
==============================================
I reply to him:
----------------------------------------------

This guy starts to use strong words like 'threat' and 'extort', but I keep my cool. He completely fails to acknowledge the facts at hand.
==============================================
Chern,
thanks again for another threat, I enjoyed it.
Please also feel free to contact the eBay Fraud Protection Claim system if
you believe there was a fraud involved.
You have your game and want some money back, which I am not prepared to do.
Jason
==============================================
I try to clarify things (and I'm getting the idea by now that he is dodging the issue)

----------------------------------------------
He replies:
==============================================
Chern,
I never overcharged on shipping, I charged what I charge for INTERNATIONAL
EMS SHIPPING, I do not have to give you anything back and will not give you
anything back.
Let me show you once more where you tried to extort money from me:
"The following can either be a negative-neutral eBay feedback depending on
the restitution you perform.
"Courteous, prompt emails. However made me overpay shipping by US$20"
OR a positive feedback
"Courteous, prompt emails. Item in good condition. Shipped quickly. A+
seller."
Please let me know how you wish to rectify this."
If you feel you need to go to arbitration (which is a US$15 fee for each
participant, which if you feel you need to go through, then I will make sure
the company charges you my fee, so you will be charged US$30 for
arbitration) then go ahead
Jason
=============================================
I email the scan of the airwaybill to him, I am wondering why previously he cannot accept that I have this evidence.
--------------------------------------------
> Jason,
>
> Attached is the Airwaybill. I am waiting for the Australian Post reply. But

--------------------------------------------
This is his reply upon seeing that I have the airway bill.
He admits that it only cost him AU$42 = US$24.88
And feeds a load of bull.
============================================
Chern,
also when you used paypal, I cashed out the amount to my bank account and it
didnt add up to A$150 for the item and shipping due to paypal fees. I made
sure you paid enough to get me the correct amount in Australian dollars to
make sure I got A$150 after shipping costs for the game. I actually got
A$198.53 from paypal for the amount you paid me. So lets see A$150 (game
price), A$42 EMS shipping, A$1.30 (padded envelope game was put in) =
A$193.30, so rightfully I would probaly only owe you A$5.23 for this game if
that was the case, not a whopping US$20 you are trying to extort from me.
Jason
============================================
By now, it is evident this clown is trying to rip me off, and I try to give him some space to backpeddle. Perhaps he will be smart enough to take it?
---------------------------------------------
> Jason,

---------------------------------------------
He isn't.
=============================================
Chern,
why do you try to scam some money out of me after recieving the cartridge.
If you dont like the shipping charge, then send the game back to me and I
will refund the cost of the item (minus shipping and ebay fees)
Jason
============================================

Jason
==========================================
So there you have it, I know it's a long read but I'd very much appreciate all you guys' feedback about the matter. I believe I have been civil in my correspondence to him but have not received the same in return. Frankly, I would not be so irritated about this were it not for his rudeness.
I am thinking I have to leave a negative feedback for him to warn others to take note of his shipping overcharge antic (even though he has had so many positive feedbacks.. which is why I trusted him in the first place to provide an accurate shipping quote). And invariably, I will be getting a unwarranted negative feedback from him stating that I am trying to extort money from him. Ridiculous.
I have dealt with many members on and off this forum without any hitch and you know me to be a straight-shooter.
What do you guys think?
It's about him overcharging me shipping cost of US$20. Frankly, it's a small amount compared to the amount some of you guys get ripped off by but I'm posting this just because of it's clear-cut overcharging. threatening to leave me a negative or neutral feedback, I do not take kindly
to threats and will let you know that any negative or neutral feedback left
by yourself on my ID will have a responding
NEGATIVE feedback left letting people know of your extortion attempt. You
had e-mailed me about EMS shipping before auction end and I had originally
told you it would be US$50.
At the moment the only one trying to commit fraud is yourself as you are
trying to defraud me of some of the money you have already paid me for an
item you have recieved and attempting this by threatening me with a negative
feedback.
If you persist to try and threaten me, then we cant resolve this amicably.
I charged you what was the correct amount for INTERNATIONAL EMS SHIPPING.

This guy starts to use strong words like 'threat' and 'extort', but I keep my cool. He completely fails to acknowledge the facts at hand.
==============================================
Chern,
thanks again for another threat, I enjoyed it.
Please also feel free to contact the eBay Fraud Protection Claim system if
you believe there was a fraud involved.
You have your game and want some money back, which I am not prepared to do.

I try to clarify things (and I'm getting the idea by now that he is dodging the issue)

He replies:
==============================================
Chern,
I never overcharged on shipping, I charged what I charge for INTERNATIONAL
Jason

I email the scan of the airwaybill to him, I am wondering why previously he cannot accept that I have this evidence.

This is his reply upon seeing that I have the airway bill.
He admits that it only cost him AU$42 = US$24.88
And feeds a load of bull.
============================================
Chern,
also when you used paypal, I cashed out the amount to my bank account and it
didnt add up to A$150 for the item and shipping due to paypal fees. I made
sure you paid enough to get me the correct amount in Australian dollars to
make sure I got A$150 after shipping costs for the game.

By now, it is evident this clown is trying to rip me off, and I try to give him some space to backpeddle. Perhaps he will be smart enough to take it?

He isn't.
=============================================
Chern,
why do you try to scam some money out of me after recieving the cartridge.
If you dont like the shipping charge, then send the game back to me and I
will refund the cost of the item (minus shipping and ebay fees)
Jason

I am tired of debating with him:

His last reply:

hi,
please persue it as you like, I am done with this dealing
Jason
==========================================
