True, but that one letter changes the whole conotation of the phrase. "Laugh out loud" would tend to suggest that you are telling the person you are speaking with to laugh. "Laughs out loud" lets the person know that you are the one who is laughing.

No no no, you are wrong
If you try to tell a person that you're laughing, it's 1st person and should use "Laugh out loud".
When you say "laughs out out"....who is laughing? Are you referring to 3rd person, not you. It's just like saying "(I) laugh out loud", not "(I) laughs out loud)"....

Yes, but you must understand that informal internet talk is not always done in formal language. For example, you could be typing an email to a friend about a bad test grade and it could go some thing like this:

I studied my ass off for a week for that damn test. It was hard as hell and all I have to show for it is a D-. (glares across room at shity test paper)

In this instance, you are letting somebody know what your action is while you are writing the message. You would not write "glare across the room at shity test paper". It's like dialog in a play. The stuff in parenthesis is not spoken, it is actions that the actor is doing.

On a side note, I think this topic belongs in the Unrelated Forum.
