well, in one word yes. but in more than one:
This is actually just a cd that has a port of neopocket emulator for dc and a bunch of neo pocket roms on a cdr. You can easily get this download for free off of dc development sites. On a side note, this guy is wrong, there are many more neo pocket games i believe.

Just another guy selling an emulator, on a side note, the pocket emu for DC is in very early stages, there is no sound yet, and some games run very slow.

I have seen this too. There is also SNES, Genesis, and a few other emulators in the works. I do not by any means condone the actions of this seller. I think that these auctions are some of the stupidest things on ebay.

Which reminds me - why aren't Neo Geo games emulated on DC? DC could handle it... You see almost everything else..

well, because frankly dc couldnt handle it. dc has only a 200mhz processor and 8 megs of video ram. All of the emus on dc run in the windows ce environment which runs much slower than when the dc isn't in it. Plus, the total ram of a dc couldnt fit many of the best neo games in it. On pcs, if they dont have enough ram, the emu creates vram, or fake ram on the hard drive, which the dc obviously can not do. The first console that will be able to emu the neo is xbox.

cox_xoc...you are mostly right except:

the dc has 16mb shared ram which can be used anywhere need be. but thats still not enough for any games made after like 1992.
and not all the emus run in winCE...actually most dont. they usually run using either KalistoOS or in the case of DreamSNES they are right to the hardware...no OS.
