Do Japanese Sellers abuse the price guide prices?

I've so many horrible copies of Jpn NG games go for the highest mark up on the price guide . . . what gives? Do they monitor the website to price their games or what?

I can't help but question the usefulness of the price guide. I'm tired of seeing BINs for EVERY Neo Geo game. It's a rarity when I don't see it.
