There arent really too many and all of them are fairly decent.

Pulstar is very good , R-Type clone , but it is very hard !
Blazing Star is another very good shooter but is rather easy , excelent graphics for MVS though.
View Point is pretty good but it can also be a very hard game.
Aero Fighters 2 & 3 are pretty good as well , they play alot like Raiden
Ghost Pilots is a rather bland 1943 clone , not too much excitment to be had there and its pretty hard to find as well.
There are a few others , these are some of the more notable ones.
Captain Tomoday is pretty cool too , strange but fun.

Viewpoint is one of the best shooters ever and hard too! try Pulstar and if that suits your fancy then try Blazing Star, you shouldn't be disapointed with them. for me it's side scrollers all the way. 
I have Sonic Wings 3 and it's ok... I like Twinkle Star Sprites better. I had Aerofighters 2 on CD. ASO II was cool for an old shooter. Captain Tomaday to me is not too good unless if you really like Detana Twin Bee style shooter. Pulstar and Blazing Star are win-win shooters to me.

If you are talking strictly overhead shooters I am fairly certain that Strikers 1945 Plus is the best. I have never played any strikers game for any other system so I can't make comparisons. The game is short, but its just way more fun than AeroFighters/Sonic Wings, Ghost Pilots, and Alpha Mission II.

Strikers 1945 Plus is absolute ass. You can tell it's an arcade game because it's cheap and just wants you to keep pumping quarters in. The best overhead shooter (not side scroller) on the Neo is Alpha Mission II. People will talk crap about it but that's b/c they're not real shooter fans. The graphics aren't the greatest but they're more than adequate. The really unique thing about the shooter is the armor power up system. You must either collect 3 pieces of the armor during a stage or buy armor at the end of the level shop. Then, at any point in a level you can use the armor. The beauty is that each set of armor does a different thing and knowing when to use each is the key to the game. Most people probably don't like it b/c you have to actually think, but then again that's kind of the problem with the entire world. Pick this up, stick with it and appreciate the best overhead shooter on the Neo.
