Does anyone know if there is a converter on the market that allows you to input dreamcast joystick into a neo aes? If not, does MAS produce any kind of universal stick that would work across systems, or would i have to buy a dc stick and shell out another $100 a seperate neo stick?

There's no commercially adaptor made, you could construct your own but it would be very difficult.
It is much easier to just mode the DC stick, adding another cable so it has support for both DC and Neo at the same time.
Many people has done that, check:

i think i'm going to order a custom stick from their site, but one last question if anyone can help out.....what type of joystick is best (recommended)for vs. fighters? I'm not familiar with these terms. Which stick is shown in the pics on the site? thanks.

I depends on the 'Kick-back'. A hard spring is good the the players who just can't finese their way around the stick. The medium is more all-around. I don't recomenned the soft spring. STAY AWAY FROM SOFT!!!!!!!!!!!!! Trust me, kick-back is what you're looking for.
