SNK initially claimed it as an anti-bootleg tactic, but I believe it has become apparent that it is a marketing technique to not only cater to non-MVS arcades, but to manipulate arcade operators into not noticing that it is developed for use with "old" hardware/technology. In other words, I don't think that there are many people who would buy a PS2 game if they found out that it was originally a canned release for the PS1. It's just that not too many people have the "neo" mind-set when it comes to gaming.
