I dont know if he is in the background for 98 or not. He is a playable character in one of the king of fighters which could be 98 i havent played it in ages though so i have forgotten. He is from the art of fighting series. If that helps at all?

Yes, thats Mr. Big. He's a boss character from the Art of Fighting series and was a playable character in KOF '96 (Boss team).

Mr. Big is ONE of the most cool looking character´s around, even Yamazaki IMO.
Kyo, Iori and K too, but they´ve these mainstream-coolness, like all those Heroes in Animes.
