Yeah, you need to power off your system to switch games, unless you feel like possibly frying your motherboard or your cart.
To change the difficulty, locate the dip switches on the motherboard. Flip Dip 1 to ON (or is it off, whatever direction it's in now, switch it). You need to do this when you power on, otherwise the system doesn't recognize it. What flipping dip 1 does is it takes you into the "BIOS" and allows you to set the "Soft Dip" for each game. The BIOS also allows you to test the board and lots of other nifty things.

When you are in the soft dip menu for a particular game, some of the terms are esoteric and you need the dip sheet to figure out what they are talking about; either the dip sheet or some time to play
