A Jp Neo CD console will play US games, right?

Yup. Play Japanese games on a US system. Play US games on a Japanese system. Just keep in mind, the Neo CD will act like the Neo Geo home system, though. The hardware decides what to display. If you're using a Neo CD game on a Japanese system, it's going to play in Japanese, regardless of it being a US game or not (so, you'll have to change the language in the game's options).
