Who is the best combo character? and who has the best combo?

I think its kyo for combos drool_2 , and I say buttrock rock buttrock has the best combo with his rave. what do you guys think? drool

I can do a 24 hiter with rock and a 21 hiter with Iori.So it would have to be one of those two.
