Well K' is certainly the easiest to win matches with, but the best, that's kinda down to personal preference. I like newcomer Vanessa, but my fave will always be Kyo.

Best Character as in teir? Not sure but I think overall its Kyo and K at the top of the heap.

Kyo and K' are probably the best.
They both have speed, power, comboes, and are flexible in defense and offense. I also consider Benimaru really deadly, especially when he's in counter mode.
