Which Characters weren't in 98 ?

just wanted to know which characters aren't in 98. At the moment I only remember Eiji and Orochi, Orochi iori and Leona missing in 98.
Who isn't there too and does somebody know why ?

Krauser
Mr Big
Goenitz
Orochi Iori
Orochi Leona

I'm not sure why any of these guys were took out.... Possibly something to do with Memory Space or something

well orochi iori was the main reason for KOF97', he was the boss, so it was pretty much a fight to stop Orochi Iori and Orochi Leona

Orochi iori and orochi leona were kind of "in" the game.
When Iori does his maiden masher SDM where he takes the opponent down and rip them apart, he goes into his O.iori form and then he changes back.You can see that evil looking face at the start of the SDM and while he is doing it.

Leona's SDM(qcb,hcf+D) too has her going into the orochi leona form.She would scream before she explodes her opponent.Her face and outfit changes as well.
