Difference in KOF '98?

I've just recently gotten a Neo 25 MVS unit and a couple games. Anyway, I was playing KOF '98 and right when the SNK logo comes onto the screen in the intro I hear part of a quote from the end of the game, but when I went to my local arcade, that has KOF '98, there is no voice at the SNK logo. It only had the music. Is that because one is US and the other is JAP. I just thought it was weird.

Does your cart is a bootleg ?

I just opened the cart(MVS) and nothing looks hand done, and it has SNK original boards. It's the US version. Is this just a difference between US and JAP?
