I have no idea because I rarely play it, but if it's in Japanese, 9 times out of 10 it's "Get Ready...BEGIN!"
And for Kazuya in Tekken 4:
Doesn't that game have subtitles? I don't play it much but from what I've seen it does, so it should answer your question.
