YES. You can. And Goro's bug combo doesn't actually work in one of the corners; the second dwn-fwd+C will come out as a low C, for some reason. (I believe it was the left corner where it doesn't work, haven't played Goro in a while.)
To do the hcf+C at the end, you have to wait a split-second after the earthquake, but it's completely doable for rush: 4 (counts on the combo meter), and about 45% damage, unMAXed.
Never mind that he had hugely damaging, high-priority command throws and had the market cornered on air defense, an autoguard throw DM(?!?!), he could also counter anything other than a projectile or fast special move (and in extra mode, he could dodge those, then throw out of the dodge). Then there were his pokes (far standing B, far standing D). Goro in '97 and '98 was an overpowered monster.
If you want tips against him, here's one: don't play '97 or '98 Kim against him. '98 was a very solid, balanced game, but '98 Kim vs. '98 Goro is one of the most lopsided matches in fighting game history. Kim is the scissors, Goro is the rock.
