What is this? A homebrew?

I read the title of the topic and got really happy, then I read Bobak's post and got really pissed.

A game appearing on a badly designed (see Jigen's post) site that supplies emulation? I dunno, it hardly screams "This is legit".

I'm not saying it definitely is one or the other, it's just that all the signs point to something other than an MVS release. Maybe it's the next Diggerman :)
