There is no problem with him selling the Flash Card kit with the NGPC, but saying he's giving you a CD with 88 roms on it is just plain wrong...

It's amazing how pathetic some people are, to spend so much time trying to make money on other peoples hard work.

Hate to play devil's advocate here, but the guy might just be wanting to sell off his setup and by including the rom cd figured he could up the Ante....

but after looking at the account history it is pretty much clear that he is a profiteer since the items he has sold in the past are Game Rom/VCD Combo deals. I wouldn't had an issue here if the above were true, but it turns out he is a worthless scam artist.
