Speed issues? No way, the speed is fine and there's no problem with that. Too many people must be playing this game on an emulator and judging it from that. :b
Anyway, KOF EX is a decent game. The play control is very good, and that's what counts. The graphics are also very good and extremely close to Neo version. The animation is about on par with the PSX version of KOF '99, which is very good for a portable. Despite its KOF '99 appearance, KOF EX plays like KOF 2000, so all characters will play like their 2k incarnations, and the striker system will work the same way. My only real complaint about KOF EX is the sound, which flat out SUCKS. There's a huge amount of voice missing, and it skips sometimes. Sound effects are too low, and the music is GB quality. But at the same time, it's on par with the NGPC fighters...which isn't saying much.

Moe Habana is a new character created just for this game; I find her to be a pretty mediocre fighter. It's nice to see Geese though! Iori and Geese are the game's booses/unlockable fighters. K', Vanessa, and Maxima are hidden extra strikers.
Overall, KOF EX is great for a portable fighter. Capcom's Super Street Fighter II X Revival is a better port, but it doesn't have the amount of characters, voice samples, and animation of KOF '99/2000. It's definitely worth purchasing if you're a KOF fan and want a good portable fighter for the GBA. It's going to be very interesting to see how SFA3 Upper turns out compared to this title; the GBA has had some surprises with its portable fighters and this one may end up being the best fighter on the system. Even Namco has done an impressive port of Tekken(which, incidentally, has some of the best sound ever heard from the GBA).
If you're considering buying a GBA just for KOF EX, though, you'll definitely want to check the game out first. If you're using an emulator, make sure you're playing it on a PC good enough to handle it. <IMG SRC="smilies/wink.gif" border="0"> But if you like portables and don't own a GBA yet, buy one! You can't go wrong and the system already has a very impressive library of games.
