Who says it can't? I'm going to re-design my own tomorrow at work.
Working for a print and design firm sure comes in handy if you don't like particular inserts.
I could print shit out at much better quality too on much better paper if I had the original .png and .tif files from SNK/Playmore.

Playmore must be desperate if they're releasing that kind of garbage on their official site.
What about concentrating on releasing a good game rather than making Mais tits bigger?
