syougi is just a jp version of chess.
the rules are pretty similar but some of the
pieces are a bit different motions.
i have the NGP version (the bw one)
but the pieces are so hard to tell apart
that i rarely play it.
i dont know about the NEO home cart version of it though..
i think i heard that one was one of the
lowest meg count games some where...
i could be wrong though..
kinda cool if you get into it..

The Japanese Chess game your thinking of is named:

Master of Syougi

It's a mid 90's release, & It's 58 megs.
I own it, & am fairly fond of it.
So any questions feel free to ask & I'll do my best.

However, it's not Chess like your probably used to.
It's very different, & confusing at first.
So If your wanting a traditional western Chess game, This is not the game your looking for.

But if your looking for a new board game,
thats creative & different, it's your bag.

I think chess is cool so what makes this one different? Different rules or faster pace for like an arcade style game?

It's different rules, & Different pieces/moves.
It's not the same game, but very similar.

To understand Japanese play, heres a good Site that was recomended to me before I bought the game:
Shogi

I found that site to be very helpful.

I have Master of Shogi in my MVS right now... it is not a bad game at all, and the graphics are kinda cool. A nice board with digitized video clips of the people you are playing in the upper right hand corner. It is cool, especially the capture game, it is pretty fun in two player mode.

Masters of Syougi Review

The game is in Japanese btw, so it is a little tough to play. Anybody know a site where you can learn the rules of this game at all, because I'd like to know? <IMG SRC="smilies/smile.gif" border="0">

The chess game (Japanese name Shoji No Tatsujin) came out on all format (Neo-Geo AES, CD, and MVS), I can play this game and know the rules, but, the computer AI is incredibly difficult (I shall say cheap), maybe because I'm not good at chess.
