The X-box and PS2 will both do 2d fine, although the PS2 will be a bit more of a hassle than the x-box. The PS2 doesn't support texture compression in hardware and only has 4mb of vram. Thats less vram than the saturn with the expansion cart. In the past its been hard to get Sony to even approve 2D games. I just don't think SNK would do well on either of those consoles. Most gamers I know don't care for 2D games on the new hardware...with the one exception thats been mentioned.
Snk's best bet is to port a load of games to the GBA. Capcom is already starting this with the best of their SNES titles. The only problem with taking the GBA as a future platform is its freakin hard to make money at it. Nintendo charges around $12 a cart to the developer, then figure in the publishers take, the retailer, ads, etc and thats not much more than a buck or two a game. The up side would be that being ports most of the development costs are done...of course there is the other problem, fight games and the poor GBA controller do not mix well. How I'll miss new fight games for the NGPC....my two cents, I'm sure everyone has there own ideas on what they would do to save SNK <IMG SRC="smilies/smile.gif" border="0">
