I'm fairly ignorant when it comes to some technical terms. What do they mean by Roms? Are these the chips used to create the Neo Geo carts?

ROM stands for READ-ONLY MEMORY.
Basically they are selling original neo geo game code which represents your ROM (the cartridge)
The EMULATOR ENGINE(Neo RAGE or whatever) represents your Neo Geo
The game code can be burned/transferred onto EPROMS(erasable programmable read only memory or OTP ROMS,one time programmable ROMS)and installed on the boards of your Neo Geo carts....
Plug your ROM(your cart) into your Neo System (Neo Rage)! ROM information cannot be erased,it's permanent unless it's an EPROM.
Your ROM Cartridge and your system becomes 'ONE' whereas your CD ROMS are loaded into your CPU's memory and the memory and the emu becomes 'ONE'
