I was reading one of my old EGMs and found a 1 page Fact File on Panic Bomber and according to that, it's for the home system! Can anyone verify this as the master list indicates MVS only.

Back then, there was a lot of games that mags assumed would be made for the home system that never were. As you know, the games are always produced for MVS first and then home cart. Back when the Neo was in full swing a lot of magazines assumed that when a MVS cart came out, it would eventually be released on home cart as well. I seem to recall one mag (I can't remember which one) talking about Super Dodge Ball as a home release as well. Anyway, to answer your question, Panic Bomber is MVS only.

I still have an issue of GamePro with a review of the game, and "available now" in that little box in the corner. Made me wonder for a brief time, and really only made me upset. Even games like Power Spikes II were going to be home cartridge releases, only it never happened.
