It's pretty clear that someone who is
new to neo-geo.com not necessarily is
new to the Neo. At least, it *should* be clear.
On the other hand, you can't blame long-term "residents" of neo-geo.com for being a little sick of reading the same stuff over and over again. I know I got mad once because of *four* concurrent threads about the number of bits of the Neo, three of them in the same forum (16Bit). In this case it was very clear (at least for me) that some ppl simply are dead lazy (or too stupid to read), regardless wether they are old or new members.
I'm not referring to this topic you started, but to stuff like "will my US game run on my JPN Neo" or "is the Neo a 24bit system".
Thing is, I can't understand why ppl don't do some research before they post a question. Allright, the search function is broken (not for the Tech forum, tho), but it shouldn't be a big deal to skim through the first three or four pages of posts of a forum to find some answers.
But you said it yourself:

Man... this is neo-geo.com, it's not a help desk. A FAQ can give you insights which a sloppy answer of the next ng.com member simply cannot provide whatsoever (no offense to some of the sloppily answering ng.com members out there !

Does it really hurt so much to read a couple of lines in a FAQ or other doc of that type? I think not.
