I think that's the easier method of getting Kusanagi. That's why the arrow is on Kyo.

As I said before, that can't be Rugal's movelist. Do you see the command for the Kaiser Wave in there anywhere(F, HCF A or C)? I guess they could have changed it, but the DMs match those for classic kyo exactly. As for the ending shots, check the "Rugal's New Look" thread in the KOF forum. Those are just the generic ending shots that every team gets.

Take a look at the actual moves themselves. Those are definitely Kyo's, though he has some kind of bk, dwn, dwn-bk+P move. That's probably his old reversal. The images of Rugal are probably just from everyone's ending.
At any rate, if he's not selectable by code, he'll probably be available via DIP switch on MVS and I'm sure he'll be selectable on the AES version.

Unfortunetly it looks like all the characters are reused, but some have new animations... The pictures I have seen of Rugal look straight out of 98... oh well, I get to play it this weekend! Then I can say more about Kof2K2... Anyone been down to Golfland yet? Do they have it on the big "New Game" Neo Geo setup where ROTD was?

And then look at the screenshots next to it. You can see both Rugal AND KYO'95 with his old outfit of kof94-98.
So the code of the yellow arrow may be to choose Rugal or Kyo... And that's the interesting part... You can make 3 concentric circles (one starting with kyo, another starting with benimaru and a third one starting with goro) so probably you could choose three hidden fighters: Kyo95, Rugal and SHINGO
