I dont think so, no.

Kizuna Encounter(and its prequel "Savage Reign") takes place a long time in the future, way after KOF2k1 and def. after MOTW(Terry gave his hat to Chung).

I'm pretty sure it's Kim Kaphwan's grandson....and seeing how he controls fire, he would be Kim Jae Hoon's son.
