They're called hakama pants. Literally 'divided skirt' in design, they were first made to both protect the inside legs of mounted fighters and to help conceal your leg movements/footwork while engaging in hand to hand combat. Morihei Ueshiba made them a required garment to wear at any Aikido school though not all places to this day abide by it (since it's somewhat backwards to conceal your foot movement while teaching a style that has a lot of subtle footwork to it). That's why in videogames you often see counter style cahracters wearing them. I think Moriya's style (especially his crescent slashs) are inspired by Aikijujitsu, which is the style that Aikido originated from, that would explain that.

You can get a cheap pair off of www.ninjitsu.com. Though if you plug hakama pants into any search engine you'll get a bunch of other sites where you can order them, you can even get a pair custom taylored and sent to you but it'll cost a lot more.

I'll be honest, I've always thought that they were really kick ass looking, myself. I never knew why they had them, but to conceal foot work from the opponent, I would never have thought about that.
