In terms of charisma and presence. The choices in chronological order are:

Male-

Billy Coen
Chris Redfield
Leon Kennedy

Female-
Rebecca Chambers
Jill Valentine
Claire Redfield

My choice for best male character is Leon Kennedy, and Jill Valentine. Leon's one tough mo-fo who keeps his cool, despite being a rookie cop. And Jill Valentine is my favorite female character cause she has this strength about her (or maybe it's the mini skirt she wears in Nemesis :p ) Overall Badass character in the game though gots to be Albert Wesker. He's the shit and a bad ass. I thought that the voice acting for him in Zero was right on the money.

Barry is also pretty good, his magnum is mad powerful.

Also, you forgot Ada and Sherry. You can play as them for awhile in RE2. Plus Hunk, who you can also play as in RE2 (and in the upcoming RE4).

Fave male: Billy Coen - he is so BADASS

Fave female: Jill - whenever I play the remake of RE1, most of the time I just watch the light reflect off of Jill's well-rounded features.

Wesker is awesome, too, though.

Billy is a very very cool character. As for a woman.... I guess I would pick Jill.

My favorite will always be Barry, however. But he's not playable. Not sure why, but he's just a neat character. Believable.

Yeah, i also forgot Carlos.

Orochi Iori Yagami: In the upcoming RE4, you will be able to play as Hunk for like half of the game.
