Do King of Fighters 96 and King of Fighters 98 have an English language option?

Do KOF 96 and 98 have an ENGLISH language option? (not a mod, just something you can change in the options menu - if it matters I would be getting the Neo CD version)

I know 96 has more of a story but won't matter much if I can't read it

Yes, KOF 96 and KOF 98 have a English language option, so you can choose between English and Japanese on both games.
