I am sending a business letter sized envelope to Japan... How many stamps does it need?

From past experience, I used two stamps. Make sure the stamps have that "37" on them, or else they won't be effective overseas.

One time I tried to send an envelope with two "American flag" stamps, which did not have the "37" on them, and the lady told me I needed the "37" on the stamps.

Good to know...

I think it is about 80 cents, I know it is not much help but you should just run to the post office and ask them. I know it is a bit of a hassle, but so is having the letter returned to you two weeks from now :)

It costs 110 yen to send a letter from Japan, so I reckon it should cost around a dollar.
