Yes, it works with the 4 Meg, and it doesn't encounter any problems with it like KoF 96 does (Blaaaarg!) There are no signs of slow down with it. It is a great port.
Don't know what the going rate on it is, but I would venture to guess $60-80.

There's a lot of hype around this game on every angle. So you can expect to pay 60~80 on this game, even though it's for the saturn.
You know, it used ot sell for so cheap back in 1999 when babbages and eb were trying their best to sell out the rest of the saturns (by bringing import games).
