I think it's terrible. Everyone else I've talked to seems to think it's hilarious...
Lots of running gags and "obnoxious" (on purpose) humor.
I got maybe 2 laughs out of the 2 volumes I was force fed - I wouldn't recommend it. I'm sure a lot of others would, though...

BTW, if you're looking for a good, new "comedy" series, Fooly Cooly/Furi Kuri/FLCL is quite good. If you check my links, Rightstuf has it for, like, 20 bucks (volume 1)... should be on special for a few more days, at least.
It's really, really wacky but the characters are very likeable (and original). Good dub, good commentary (by the Japanese creators). The soundtrack is phenomenal, too.
GTO is a really good series, too. Very unique style (and premise, really) - solid characters, voice acting, and music. There's a certain amount of lewdness to it, but somehow it manages to be in good taste and never gets out of hand.
IMO, they're both much better choices than Excel Saga.

In a word: Yes.
In two words: Hell yes.
You really have to see it to know the goodness of it. But watch it with the original dialogue... the dubbed voices just make my ears bleed. ;_;
That said, I have the utmost respect for Mitsuishi Kotono for being able to do Excel so well. Particularly, the self-parody in episode 16, I believe (In the name of the Moon, I'm gonna whoop your ass!). And all who see will come to fear the power of the Afro.

I already have GTO, I'll give FLCL a try. While I at it, I'll buy the first volume of Excel Saga. If I don't like it, there's no big loss.![]()

I've been reading the reviews, does this series have a actually plot? Or is it like a South Park?

Yes, it has a plot. Several, in fact.
1) Excel (the main character) works for a secret organization called Across, whose leader (Ilpalazzo) desires to cleanse the world of its rottenness. However, she sucks at her job. Also, she has a pet/"emergency food supply" called Menchi and lives with a space princess named Hyatt who tends to die at inopportune intervals.
2) Pedro, a Colombian man who was stuck in Japan trying to make some money for his family at home, dies in an accident. The Universe molests him (and beats the audience upside the head with a brick called "Metaphor") and he finds out that his wife was sexing his best friend behind his back.
3) Nabeshin, aka Watanabe Shinichi, the producer of the show (and the king of afros) crosses the other characters' paths at various points in the series. He's pretty much always there in one form or another.
4) Three young men--Watanabe, Iwata, and Sumiyoshi--work for a law enforcement agency in "F City," in which the series takes place. Their boss, Kabapu, is evil and has a weird mustache. Watanabe seems to cross paths with Hyatt a lot (I believe he thinks her name is "Miss Ayasugi" or something), Iwata tries to mack on a psycho bitch named Misaki Matsuya, and Sumiyoshi doesn't talk; rather, his thoughts appear as solid words.
5) The Puchus--cute, teddy bear-like aliens--make random appearances, turning into ugly freaks when attacked.
I've only seen up to ep. 16, so I don't know much else. Hope that helps explain, though.

For some mysterious stuff, you *need* to get Boogiepop Phantom and Serial Experiments Lain.
For some adventure-ish stuff, I'd give Escaflowne (the series, not the movie) and Macross Plus a try.
I'd also recommend the Love Hina manga. I think you'll enjoy it even more than the DVDs.
