If you're into puzzle games, pick up Ranma 1/2: Ougijaanken. Seriously. It's a great game, but the AI is really, really vicious.

Seiken Densetsu 3 - there's enough english documentation at gamefaqs.com to help you through what was one of the best RPGs ever. The possibilities are immense - 9 characters to choose from for your main team... And it looks very very good...

Umi Hara Kawase

It is this weird puzzle/platform game where your character is a little girl with a fishing rod. You use the rod to swing around and catch stuff. It sounds goofy but is actually really cool.

If you are looking for shooters, Spriggan Powered is the way to go (I have yet to play macross or cotton). Also, Dezaemon is fun (you can make your own shooter with that too... you can't beat a shooter with a giant Bart Simpson head shooting mini Krusties).

Non shooters with no japanese knowledge required: Super Dodgeball, any Ganbare Goemon game (takes a little language knowledge, but you can get past relatively easily... and all the games are different enough to warrant buying them), Kunio Tachi no Banka(beatemup), Kunio no Oden (puzzle). There's also a fighter called SD Hiryu no Ken that's pretty good (animation is a little choppy... it deffinitely pushed the system requirements in terms of graphics... nice detail... if that game would have came out for the neo at the time it did...)

Chrono-Fucking-Trigger, and FF4,5,6. Wasabi all ready called out Sieken Dentsu 3 (secret of Mana 3, and yes I know I spelled it wrong).

I was going to say that too! Although, IT'S VERY VERY VERY RARE! not too expensive, but I've only seen one copy on ebay in the last year. My friend won that one, which is how I know that the game is *top notch*.

Here's some sleepers...

Jaki Crush- The follow up to Devils Crash, this pinball sleeper offers some very cool bonus rounds and cool tunes. Has a darker, more sinister Asian vibe to it than Devils Crash.
Hard as hell to find, but worth scoring.

Tetris Battle Gaiden- Easily my fave Tetris variant of all time. This game has selectable characters, who all have their own animated spells that do horrible things to their opponent's board. From the bombs that blow holes in your opponents wall, to a fax attack that faxes whatever your playfield looks like to you opponent, this game is blazing original, and has some really cool tunes to boot. One of the sweetest sleepers I've ever encountered.

GET "NEKKETSU : SHODAI" NOW . you don't need to understand japanese (or you can find a story faq). trust me , you can beat whoever you want and you will get EX points + money . reaching certain level (by gaining ex points) will give new awesome moves and throws . not to mention the huge world they made and the number of items . also , the story is graet .

you can go shoping , sleep , beat people , ride trains , visit new cities ................. etc.

it's one of my favourite games ........ oh yes and it has 2 players

you can check "captin tsubasa IV" too . it's really fun but you will need to understand japanese to learn how to play it (I am ready to teach that if you are interested)

Get puyo puyo 2 and Bomberman 5, both great games to play against friends. tertris battle gaiden is really good as well.

Next to that there of course a lot of rpg's which never got it to US, but they are kinda hard to play without knowledge of the language.

No it isn't actually, it's just very uncommon to actually see this one on ebay. BUT... good for your friend for snagging that one!

You'll probably have an easier time finding this one on the SF format then either of the PSX rev's, which I'm still looking for...
