How does this work? Is it a NES converter for GBA?

It's a accessory that you insert into your GBA, you can pick either a DK Jr or Pinball pack-in when you buy it. Basically, you zip five collectable cards (like say, Magic/Pokemon/etc) through the e-Reader to get said game...a very slick invention. There's a total of five NES available with five more coming in Nov.

Would $4.95 be overpriced to you?

Dont forget the Pokemon-e cards that just came out too. You scan those for mini-games and stuff.
