I know how to do it using the mame emulator only. Version 0.57 preferred. There are most likely easier ways than what I will post.
Here are 2 gifs I created using the mame emulator and a free gif animation program known as Unfreez. Geocities doesn't allow remote image linking so you'll have to copy and paste the link and so on. The Hon-Fu gif is unfinished as it is over 300 frames long.

Ok, all you do is run the game on the emulator. Perform the move you want to rip and pause the emulator (P). Whilst the game is paused press Shift+P to move through the frames of the animation and press F12 to take snap shots. Once you have gone through every frame and taken snap shots of every frame. Press Esc to quit, look in the Snap folder and you will see screen shots of the animation in png format. Open one of the screenshots in a program which can open png pics...err photoshop and save the pic in gif format. Do this to all the frames in the animation put 'em together using Unfreez or whatever the hell you use and that's it. Run it using Powerpoint if you want to test it. If you just want the fighters in the gif then you will have to go through editing every frame and removing the background.
Note: I will not post how to use Unfreez as it is obvious, all it requires is just dragging and dropping of frames. If you want to post your animation on the net, you will have to use only every 2nd frame and possibly reduce the speed, otherwise it won't run properly (internet explorer problem). If you want to make a gif of a combo, open the mame emulator select the game you want to play, then from the File menu select Play and Record Input. Perform the combo once you are into the game then press Esc to quit. Then from the File menu select Playback input. During the Playback, pause the game, press Shift+P to move through every frame of the combo, press F12 to take snap shots and so on.
Yep, that's about it.
